New Londoners participate more in policymaking than in the first game. 100 community members, each representing a faction, will vote on player-proposed laws in the Council hall.
Players can negotiate with different council members and must reach a particular threshold to approve a new law. Negotiation demands players to make future promises, and breaking them may upset a side. The game measures time in months and years, unlike the previous one. Radicals may grow within each group as players progress, and players must oppose their influence to keep the city from falling into chaos.

They follow the “survival of the fittest” theory, praising those who survive the “frost.” They are traditionalists that believe respect and social hierarchies are the only way to succeed in the city.
